Mrs. Spinks-McNeal is a known path creator and thought leader --shifting the thoughts of others and presenting complex problems in a simplistic manner; garnering support from decision makers to not only consider alternative ways of execution but to adopt them using the blueprint she often set forth while leading the Marines. In this reference, she was key in cloud migration, network modernization and cyber workforce development. She is also known for spearheading thought provocation on the use of automation for not only defensive operations but to also combine automation with artificial intelligence for proactive network posture.. truly shifting from compliance-based checklists to risk-tolerance and network resilient cyber security; supporting zero trust principles with defense in depth posture. 

 Mrs. Spinks‑McNeal led the Marine Corps through transformative cloud modernization efforts, championing the shift toward scalable, secure, and mission‑aligned cloud architectures. Under her leadership, the USMC advanced its ability to leverage cloud computing to improve operational efficiency, enhance cost transparency, and strategically divest from legacy systems that no longer served the mission. She empowered application and system owners with modern platforms that accelerated innovation, strengthened cyber readiness, and supported data‑driven decision‑making across the enterprise. As the executive sponsor for Defense in the Cloud training, she institutionalized the use of training credits in contracting actions, ensuring that every procurement of emerging technologies was paired with the skills development needed to maximize value, adoption, and long‑term sustainment. 

Mrs. Spinks-McNeal excels at building governance structures, aligning cross‑functional teams, and driving programs from concept to execution with precision and accountability. Her leadership ensures that technical, financial, and strategic objectives stay tightly integrated, enabling organizations to deliver mission‑critical outcomes on time and at scale. Mrs. Spinks-MCNeal achieved success over her career in protecting critical assets and data from cyber threats. She led unprecedented migrations and deployments in use of threat intelligence, defensive operations, vulnerability management, incident response, privacy and information assurance.  She is one of the establishing leaders of the Department of Navy (DON) Cyber Readiness; penning the first ever Letter of Reciprocity between US Navy and the USMC. Summarily, she led focusing on continuous monitoring for newer applications while coining the USMC readiness for legacy systems to be based on "incremental monitoring."  

Mrs. Spinks‑McNeal supported the Office of Financial Research in standing up a new U.S. Treasury office, helping the Director of IT build a data‑driven organization equipped to meet research demands. She strengthened the use of business intelligence, established sound data‑security and data‑management practices, and delivered clear, actionable analytics to leadership.

In her later roles with the United States Marine Corps, she advanced enterprise performance by establishing mission‑aligned metrics and maturing IT Service Management (ITSM) across the organization. Her work introduced service baselines, operational dashboards, and analytics frameworks that improved visibility, readiness, and technology investment decisions while modernizing service delivery for the force.

Mrs. Spinks-McNeal continual expertise includes the intersection of artificial intelligence and post‑quantum cybersecurity, bringing deep technical insight and strategic vision to organizations preparing for the next era of digital defense. She advises enterprises and government partners on integrating trustworthy AI, mitigating algorithmic risk, and building resilient architectures capable of withstanding quantum‑enabled threats. Her work demystifies complex emerging technologies while driving practical, mission‑ready solutions—positioning her clients to stay ahead of adversaries and confidently navigate the rapidly evolving cyber landscape. 

Mrs. Spinks-McNeal laser focuses on her passion for people and ensured workforce planning by analyzing, forecasting, assessing gaps, and determining targeted talent management interventions to ensure the right people - with the right skills are in the right places at the right time with what it is they need to be successful and fulfill mandates and/or strategic objectives.  Mrs. Spinks-McNeal has served as mentor to four ascending mentees and prides herself in her executive coaching clients where she shares The Bosslady Network with others so they too can ascend to their greatness.
